Biography

Dr. Shih is a Deputy Director at the Department of Maritime Security of Ocean Affairs Council, Taiwan(R.O.C.)and also an adjunct Assistant Professor at the Institute of Ocean Technology and Marine Affairs, National Cheng Kung University and the Dept. of Maritime Police in Central Police University, Taiwan. His research focuses on marine environmental management, marine environmental monitoring, marine environmental assessment, maritime security, search and rescue, marine environmental protection, marine education and training and marine policy.
